推动新时代中国贸易高质量发展的思考

Thoughts on Promoting the High-Quality Development of China's Trade in the New Era

贸易高质量发展是在贸易增长的基础上,实现贸易结构、动力、方式、环境等多维角度良性发展、多个方面协调共生的综合态势。从逻辑动因来看,贸易高质量发展是由纵向逻辑上贸易自身的演变升级与横向逻辑上国际环境的竞争驱动两者交织、相互叠加驱动而成,具有历史必然性和现实必要性。推动新时代贸易高质量发展,要始终以推动贸易增长的新旧动力体系变革为核心,要重视贸易企业在推动贸易高质量发展中的主体地位,要注重依托开放发展新平台形成贸易高质量发展的引领力,要将贸易高质量发展根植于全球新型产业生态中。本文从产业基础、增长动力、贸易结构、发展环境及国际地位五个方面提出贸易高质量发展的政策建议。

The high-quality development of trade is based on the growth of trade to achieve a comprehensive situation of benign development in multiple dimensions and coordinated symbiosis in multiple aspects,such as trade structure,power,mode,and environment.From the perspective of logical motivation,the high-quality development of trade is driven by two factors which are intertwined and superimposed on each other.One factor is the evolution and upgrade of the trade itself on the vertical logic.And the other is the international environmental competition on the horizontal logic.Those two factors have historical necessity and practical necessity.To promote the development of high-quality trade in the new era,we must always focus on the transformation of the old and new power systems that promote trade growth,pay attention to the dominant position of trade enterprises in promoting high-quality trade development,rely on the leading force of the high-quality trade development formed by the new platform of open-up development,and root the high-quality development of trade in the global new industrial ecology.This article puts forward the policy advice of high-quality trade development from five aspects,namely industrial foundation,growth momentum,trade structure,development environment and international status.
