摘要
近年来,诸多城市出台人才新政,对人才资源的竞争已经由一二线城市逐渐下移到各级别城市,三四线城市人才政策全面出台。资源禀赋处于劣势条件下的三线城市如何吸引并留住人才成为重要考验。分析典型三线城市人才政策及实施成效、人才政策体系存在的不足,提出通过重新定义城市属性,实施错位竞争战略,大力提升产业发展水平,扩大人才政策受益面,打造人才“飞地”,优化人才创业创新环境等措施以吸引更多优秀人才,推动城市经济社会快速发展。
In recent years,many cities have introduced new talent policies,and the competition for talent resources has gradually moved down from the first and second class cities to cities of all levels,and the talent policies of the third and fourth class cities have been comprehensively introduced.How to attract and retain talents has become an important test for the third-class cities with inferior resource endowment.This paper tries to analyze the talent policy and implementation effect of typical third class cities,the shortcomings of talent policy system,and puts forward some measures to attract more excellent talents and promote urban economic and social development by redefining urban attributes,implementing dislocation competition strategy,vigorously improving the level of industrial development,expanding the benefit range of talent policy,creating“enclave”for talents and optimize the environment for talent entrepreneurship and innovation in order to attract more excellent talents and promote the rapid development of urban economy and society.
