探索“两制”台湾方案:时代命题、有利条件和策略选择

探索“两制”台湾方案,是习近平总书记高瞻远瞩,为“丰富和平统一实践”而提出的重大主张,也是祖国大陆进入新时代及实现两个百年目标的客观要求,对丰富“一国两制”理论与实践、推进国家治理体系和治理能力现代化有着极其重大的现实意义。由于祖国大陆综合实力显著提高,治理能力不断增强,对世界的贡献越来越大,在两岸关系发展中始终把握着主导权,探索研制“两制”台湾方案有了坚强的政治根基和物质基础。加快探索“两制”台湾方案,要积极借鉴港澳实践经验,强化运用法律手段,发挥协商民主制度优势,大力推进两岸协商进程,早日研制出具有广泛民意基础,有利统一后台湾社会长治久安的“两制”台湾方案。

To explore an institutional arrangement for Taiwan under“one country,two systems”is a major proposal put forward by General Secretary Xi Jinping with great vision and foresight to“enrich the practice of peaceful reunification”and also an objective requirement for the Chinese mainland to enter a new era and realize the two centenary goals.It is of great practical significance for enriching the theory and practice of“one country,two systems”and promoting the modernization of the national governance system and governance capacity.As the Chinese mainland’s comprehensive strength has remarkably improved with its continuously enhanced governance capacity and its increasing contributions to the world,it has always held the dominant role in the development of cross-Straits relations,which has laid down a strong political and material foundation for exploration and formulation of an institutional arrangement for Taiwan under“one country,two systems”.To accelerate the exploration of an institutional arrangement for Taiwan under“one country,two systems”,we should actively draw on the experience of Hong Kong and Macao,strengthen the use of legal means,give play to the advantages of the consultative democracy system and vigorously advance cross-Straits consultations to work out as early as possible an institutional arrangement for Taiwan under“one country,two systems”that has a broad popular support and is conducive to lasting peace and stability in Taiwan society after reunification.
