摘要
针对目前PPP融资模式在垃圾分类上的应用现状,对其在垃圾分类领域的发展潜能做了简单的评析。一方面提出运用VFM评价体系、3E财政支出绩效评价体系对现有“互联网+垃圾分类”PPP模式进行初步评估,以期降低融资风险;另一方面对其他PPP垃圾分类模式做分析比较,得出政府与社会资本合作要符合自身实际,同时为保持市场活力,政府需保持企业一定的利润空间的结论。
According to the current application situation of PPP financing mode in garbage classification,the development of PPP financing mode in garbage classification is briefly evaluated.On the one hand,in order to reduce financing risks,it is proposed to use VFM evaluation system and 3E system to evaluate the existing PPP model of“waste classification in internet plus”preliminarily.On the other hand,we have analyzed and compared other PPP garbage classification modes,and drown the conclusion that the cooperation between the government and social capital should conform to its own reality,and at the same time,in order to maintain the market vitality,the government should maintain a certain profit space for enterprises.
