营商环境中的政务环境建设评价——基于吉林省“只跑一次”改革的调查

Evaluation of Government Affairs Environment Construction in Doing Business——Based on the Survey of the“Running Only Once”Reform in Jilin Province

政务环境作为营商环境的重要组成,其建设水平将直接影响营商环境的总体效果。以整体政府理论为逻辑起点,从价值导向、制度保障、技术手段以及操作流程四个维度构建政务环境的评价指标体系,并基于吉林省12个市州“只跑一次”改革的实施成效调查,对政务环境建设状况进行评价。调查结果显示,吉林省政务环境建设整体水平有所提升,但社会评价相对低于政府预期,特别是对制度保障的评价差距较大。明确政务环境建设的成效和不足,探寻政务环境建设的提升路径,应着眼于公民需求,统筹做好顶层设计、流程再造以及网络支撑的优化与协同。

As an important part of business environment,the construction level of government affairs environment will influence the overall effect of business environment directly.Taking the Holistic Government Theory as the logical starting point,the evaluation index system of governmentaffairs environment is constructed from four dimensions of the valueorientation,institutional guarantee,technological means and operation process.Based on the survey of“Running only once”Reform of 12 cities in Jilin Province,this research evaluated the condition of government affairs environment.The results show that the overall level of construction of government affairs environment in Jilin Province has been improved,but the social assessment is lower than the government's expectation,especially the big distinction in the evaluation of institutional guarantee.To clarify the effectiveness and shortcomings of the government affairs environment construction,and explore the improving path of the government affairs environment construction,this research suggested to focus on the needs of citizens,make overall consideration of the top-level design,reengineer the process and support the networkoptimally and synergistically.
