区域统筹下的城市形态提升机制探析——以佛山市为例

Analysis of Promoting Urban Morphology Mechanism under the Regional Coordination-A Case Study of Foshan

城市形态是城市空间结构、建设水平、环境品质的综合外在表现,长期自下而上的分散发展模式导致城市形态无序、资源配置低效等问题。以佛山市城市形态提升为例,针对各自为政的市区镇村多级管理体制,探讨在区域统筹视角下的自上而下的行政协调策略。通过区域划定锁定跨界协调的重点区域;通过制定总体目标统一各级政府不同的发展思路和方向;通过任务分解落实到具体实施项目库;通过工作协同平台建立,搭建起多级政府多部门的沟通协调平台;通过指定财政配套政策、考核机制来保障工作的实效。从规划蓝图到规划实施,需要因地制宜制定实施路径,以上五个维度的实施策略相互补充,协调促进,为多级管理体制下的城市发展和实施提供经验借鉴。

Urban morphology is a comprehensive external manifestation of urban spatial structure,construction level and environmental quality.The long-term bottom-up decentralized development model leads to urban morphology form disorder and inefficient resource allocation.Taking the improvement of urban morphology in Foshan city as an example,this paper discusses the top-down administrative coordination strategy from the perspective of regional coordination,aiming at the multi-level management system of towns and villages in the city.The paper lock key areas of cross-border coordination through regional demarcation,unify the different development ideas of governments at all levels by formulating overall goals,implement projects'library through task decomposition,establish multi-sector of multi-level government through coordination platform,and ensure the work effectiveness by specifying financial supporting policies and assessment mechanisms.From planning to implementation,it is necessary to formulate path according to local conditions.The implementation strategies of the above five dimensions are mutual complementation and promote,which provide the experience for urban development and implementation under multi-level management system.
