湖北省药品短缺的原因及应对策略

Study on the Causes and Coping Strategies of Drug Shortage in Hubei Province

目的:了解湖北省短缺药品品种及药品短缺的原因,提出具有针对性的对策与建议。方法:统计分析湖北省2018年1-6月各医疗机构上报的药品短缺数据,分析药品短缺情况和原因。结果:湖北省2018年1-6月药品短缺形势较为严峻,短缺的药品品种达640种,ATC分类覆盖范围较广;短缺原因复杂,如流标或废标、原料短缺或垄断、交易价格低、临床需求小、地域偏远不便配送等。结论:应当完善药品定价和招标政策,加强原料药市场监管,建立多主体参与的短缺药品信息汇报制度,建立药品短缺储备制度,逐步完善湖北省短缺药品管理,保障药品正常供应。

Objective:To understand the varieties and the real causes of drug shortages in Hubei province,and propose some countermeasures and suggestions about solving the drug shortages in Hubei province.Methods:In order to know the drug shortages information and reasons for shortage,statistical analysis was performed about the drug shortages data submitted by various medical institutions in Hubei province from January to June 2018.Results:The situation of drug shortages in Hubei province from January to June 2018 was quite severe.Many kinds of drugs(640)were in short supply and the ATC classification of drug shortages covered a wide range.The reasons for the shortages were complicated,containing the failure opening of tender or abandoned tender,the shortage or monopoly of Active Pharmaceutical Ingredients,the low transaction price,small clinical demand together with the inconvenient distribution for remote area and so on.Conclusion:The drug pricing and bidding policy should be improved,the supervision of the raw drug market should be strengthened.In addition,the information reporting system for the shortage drugs with multi-agent participation should be established,and the reserve system of shortage drugs should be set up as well.Through these strategies,the management of drugs shortages in Hubei province could be gradually improved,thus safeguarding the normal supply of drugs.
