This article first explains the connotation of core literacy in elementary school mathematics, then explains the framework for constructing an efficient classroom for elementary school mathematics under core literacy. Finally, taking "positive and inverse proportions" as examples, it proposes several strategies for constructing an efficient classroom for elementary school mathematics under core literacy. I hope that this article can be used to communicate with the industry to promote the common improvement of mathematics teaching in primary schools.
