推进合作共赢的湖南科技创新开放合作战略研究

The Research on Enhancing Cooperate and Win-win Strategy of Science and Technology Innovation in Hunan Province

通过调研国家层面与湖南省科技创新开放合作实施情况,分析现状总结问题,从而提出对策建议。以合作需求为导向,面向重点国家、重点区域,从重点领域与重点任务等层面对湖南省科技创新开放合作现状与存在问题进行分析。文章针对现状提出了六点建议:扩大科技开放合作,积极融入全球创新体系;推进与主要发达国家及新兴创新型国家深度合作;加强与"一带一路"沿线国家科技创新合作;谋划推进与非洲、东北亚科技创新合作;深化与粤港澳等区域科技合作;参与国际大科学计划和大科学工程提升研究能力。

The implementation of the the science and technology innovation and opening cooperation level of Hunan province was analyzed,the problems were summarized,and countermeasures were puts forward.Literature metrology.The multielement to key countries and regions,from key areas and tasks with the demand as direction,science and technology innovation cooperation status and existing problems were analyzed.This paper analyzes the present situation and existing problems of scientific and technological innovation cooperation in view of the present situation,puts forward six Suggestions,Expanding opening up and cooperation of science and technology,Actively integrate into the global innovation system;Promote in-depth cooperation with major developed countries and emerging innovative countries.Strengthen cooperation with countries along the"The Belt and Road"in science and technology innovation;To plan and advance scientific and technological innovation cooperation with Northeast Africa;Deepen regional scientific and technological cooperation with Guangdong,Hong Kong and Macao;Participate in International big science program and International major project plan to enhance research ability.
