日本产业技术综合研究所的发展运行经验及对新型科研机构的启示

Development and Operation Experiences of AIST and Its Enlightenments to New Scientific Research Institutions

建设和发展新型科研机构是解决科技、经济两张皮的有力举措,在此过程中借鉴国际一流科研机构的发展经验尤为重要。文章梳理了日本产业技术综合研究所法人身份的发展历程,并从目标清晰的研究单元、可量化的"桥接"作用、人员流动的交叉任职机制三个方面归纳了其运行特点,最后结合新型科研机构的内涵分析,提出了促进新型科研机构发展的建议。

Construction and development of new scientific research institutions is forceful to solve two pieces of leather problem of technology and economy,and using the experience of the development of the international first-class scientific research institution for reference is especially important.This paper combed the development of corporate identity of national institute of advanced industrial science and technology,and summed up three aspects of its operation characteristics including research units with clear targets,quantifiable"bridging"role,cross-appointment of researchers,at last draws enlightenments for the development of new scientific research institutions based on its connotation analysis.
