Research on the Situation and Tasks of Building a Strong Maritime Power in the New Era

"建设海洋强国"是党中央作出的重大决策和战略部署,涉及到和平走向海洋、全面经略海洋的各个方面,具有丰富的科学内涵和鲜明的时代特征。新时期新形势下,海洋强国建设面临着国际国内诸多问题,机遇与挑战并存。研究提出加快建设海洋强国的总体思路、基本原则及相关战略领域,认为应从推进海洋资源开发、发展海洋经济、保护海洋生态环境、发展海洋科学技术和维护国家海洋权益等方面部署任务。同时,基于对"十四五"我国海洋事业发展的预测及展望,研究提出"十四五"时期海洋主要领域的重点任务。

"Building a strong maritime power"is a major decision and strategic plan made by the Party Central Committee.It involves all aspects of a peaceful approach to ocean affairs and comprehensive strategy.It has rich scientific connotations and distinctive characteristics of the times.Under the new situation in the new era,the construction of a strong maritime power is facing many problems at home and abroad,and opportunities and challenges coexist.This paper studies the overall ideas,basic principles and related strategic areas of accelerating the construction of a strong maritime power,and believes that it should be deployed from the aspects of promoting the development of marine resources,developing the marine economy,protecting the marine ecological environment,developing marine science and technology,and safeguarding national marine rights and interests.At the same time,based on the prediction and prospect of China’s marine development during the"Fourteenth Five-Year Plan"period,the research puts forward key tasks in the main marine areas during the"Fourteenth Five-Year Plan"period.
