基于水影响评价的北京市海绵城市建设管控机制探讨 被引量:2

摘要 基于对北京市现有雨水管控体系的梳理,从内涵、内容及指标三个方面探讨了海绵城市与水影响评价的关系.结合当前营商环境改革要求,分析了基于水影响评价制度实施海绵城市建设管控的可行性.提出:将年降雨总量控制率、年径流污染物总量削减率、雨水资源利用率纳入水影响评价审批指标中,其中雨水资源利用率指标又以"灰绿比值"作为是否执行的依据,临界点值为1;结合水影响评价项目分类,建立海绵城市豁免清单,仅对建筑与小区、农林生态环境、市政工程、线性工程共四类建设项目进行管控,并将海绵建设内容纳入验收环节;结合北京国家海绵试点区实际情况,明确了基于水影响评价的海绵城市管控机制的近期和远期实施路径. Based on the analysis of the existing rainwater management and control system in Beijing,this paper discusses the relationship between sponge city and water impact assessment from three aspects:connotation,content and indicators.According to the requirements of current business environment reform,the feasibility of implementing management and control of sponge city construction based on water impact assessment system is analyzed.It is proposed that:①the total annual rainfall control rate,the total annual runoff pollutant reduction rate and the utilization rate of rainwater resources should be included in the water impact assessment and approval indicators,in which the utilization rate of rainwater resources is based on the"grey-green ratio"and the critical point value is 1;②combined with the classification of water impact assessment projects,a sponge city exemption list should be established for buildings and districts,agricultural and forestry ecological environment,municipal engineering and linear engineering construction projects Besides,sponge content should be included in the acceptance content;③Based on the actual situation of national sponge pilot area,the short-term and long-term implementation path of sponge city management and control mechanism based on water impact assessment is given.
