摘要
信用监管是推进国家治理体系与治理能力现代化的利器。回溯我国行政审批制改革的历程与存在的问题,结合建设服务型政府的背景,论述在行政管理中多元主体参与以及大数据、区块链等新技术应用的重要性,提出基于大数据、区块链等新技术的多元全程信用监管框架。
Credit regulation is a powerful instrument for promoting the modernization of the national governance system and governance capability. This article analyzes the importance of the participation of multiple subjects and the application of new technologies like big data and blockchain in the process of administrative management and puts forward a multiple, full-process credit regulation framework based on these new technologies by reviewing the history and problems of China’s administrative approval system reform, and taking into account the background of service-oriented government construction.
