“印太”视阈下日英“准同盟”关系的构建与局限

The Construction and Limitation of the“Quasi-Alliance”between Japan and the UK from the Perspective of“Indo-Pacific”

日本为构建与扩大海洋国家联盟,积极推动与英国的安全防务合作和交流,其中尤为注重推进在印太地区的合作,这一战略动向值得关注。在日本积极推动“自由开放的印太”构建的背景下,日英安全防务交流与互动相比之前更加频繁和高效,加之双边固有的意识形态认同,推动了日英“准同盟”关系的构建。两国不仅以安全防务交流为重点,还积极深化双边战略伙伴关系,强调维护自由贸易与“海洋秩序”,寻求在全球和地区事务上进行合作,进而成为印太地区新的不确定因素。日英在战略利益和外交需求上存在互补,均强调共同价值取向,并与美国同盟机制联动,促进了日英关系“准同盟化”。但两国在国家利益、外交定位、战略指向方面存在“分歧”,加之均受到国内政治的掣肘,将制约这种“准同盟化”的发展。

Intending to build and expand the alliance of maritime states,Japan actively promotes the cooperation and exchanges of security and defense with the UK,especially in the Indo-Pacific.Such a strategic trend deserves due attention.In the context that Japan actively promoted the construction of“a free and open Indo-Pacific”,the exchanges and interactions of security and defense between Japan and the UK become more frequent and efficient than before,in addition to the inherent ideological identity of the two sides,which promote the formation and construction of the“quasi-alliance”between the two countries.Japan and the UK not only focus on security and defense exchanges,but also actively deepen bilateral strategic partnership,emphasize free trade and maritime order,and seek cooperation in global and regional affairs,thus forming a new uncertain factor in the Indo-Pacific.Japan and the UK complement each other in strategic interests and diplomacy since they both emphasize common value orientation and interact with the US alliance mechanism,which further promotes the development of Japan-UK relations into“quasi-alliance”.However,divergences in national interests,diplomatic orientation,and strategic direction between the two countries,together with constraints of domestic politics,will impose restrictions on the construction of the“quasi-alliance”.
