“一核多元”视角下我国公共体育服务供给主体互动关系及推进策略

Interactive Relationship Among Public Sports Service Suppliers in China and Promotion Strategy From the Perspective of Multiple Subjects With One Core

采用文献资料法等,阐释"一核多元"治理理论在公共体育服务供给中的运用价值,并探讨在该理论视角下公共体育服务供给主体互动关系。研究认为:应以政府为核心,发挥其引领、监督作用,提供最基础的基本公共体育服务;以市场为驱动,发挥其资源配置优势,满足群众多样化非基本公共体育服务需求;以社会体育组织为基础,利用其自治灵活、辐射广泛、触角灵敏的特征,向民众提供内容丰富的公益性体育服务。只有多元供给主体各司其职、各尽其能,才能实现公共体育服务有效供给。并从组织网络、场地设施、赛事活动、健身指导和体育文化等5个方面入手,提出"一核多元"视角下公共体育服务供给推进策略。

Using the literature research,this paper interprets the governance theory of multiple subjects with one core,discusses the value of this theory in the supply of public sports service,and interactive relationship among public sports service suppliers from the perspective of this theory.The study believes that:we should provide basic public sports services supervised by the government and with the government at its core.We should meet the diversified public sports service needs with the market as its drive,giving full play to the resource allocation of the market.We should provide diverse public sports services with social sports organization as its base,taking advantage of flexible autonomy,extensive influential range and sensitive feel of social sports organization.Only when the multiple suppliers perform their duties and do their best,can the effective supply of public sports services be realized.This study also puts forward the promotion strategy of public sports service supply from the perspective of multiple subjects with one core,in following five aspects:network,venue facilities,event activities,fitness guidance and sports culture.
