2013—2018年药品费用及价格变化情况研究:以糖尿病用药为例

Research on Drug Cost and Price Changes from 2013 to 2018:Taking Diabetes Drugs as an Example

目的:了解当前政策背景下我国药品费用及价格的水平和变化趋势,为应对降价控费、满足患者卫生需要等相关政策完善提供实证。方法:采用价格指数及结构指数等方法分析2013年—2018年上半年糖尿病用药的费用、数量、价格及用药结构等。结果:糖尿病用药总费用与总用量增速有差异,日均费用降幅小于价格指数降幅,用药结构转移抵消价格指数下行作用等。结论:综合现状及原因分析,建议开展经济学评价,充分发挥目录准入的控费作用;重视药师制度,强化药师的控费作用;适当调整医务人员收入等。

Objective:To understand the level of drug expenditure and price in the current policy background,and its changing trend,and to provide evidence for the improvement of relevant policies such as price reduction and control,and meeting the health needs of patients.Methods:Using price index and structure index to analyze the cost,quantity,and price and medication structure of diabetes drug data from 2013 to first half of 2018.Results:It is found that there are differences between total cost and total consumption growth rate.The decrease in average daily cost is less than the decrease in the price index,and the transfer of drug structure offset the downward effect of the price index.Conclusion:Comprehensive analysis of the present situation and reasons,it is suggested to carry out economic evaluation,give full play to the role of directory access control fees,pay attention to the pharmacist system,strengthen the role of pharmacists'fees control,and to adjust the income of medical personnel appropriately.
