政府支持、制度变革与学术期刊进步——来自中国“名刊工程”的经验证据

Government Support,Institutional Change and Academic Journal Progress——Evidence from China’s“Famous Journal Project”

本文利用2004—2014年间810本高校学报数据,以教育部"名刊工程"为政策冲击,研究了政府支持及内部制度变革对高校学报学术质量提升的作用。研究发现,"名刊工程"会显著提高入选学报的影响因子和总被引频次,并且,由于"名刊工程"改变了学报的原有运作体制,在政府经费支持结束后其学术质量提升效应仍会持续。机制检验发现,"名刊工程"能提高学报论文的高层次转载率和获奖数,形成学报发展的良性互动机制。本文的研究表明,即使在既有高校体制下,通过微弱的政策支持来带动制度变革,也能够推动学报办刊质量的大幅提升。

We use panel data of 810 universities’journals(2004-2014)to estimate the impact of government support and internal institutional change on the academic quality of journals.We find that the famous journal project significantly improves the impact factor and the total cited the frequency of selected journals,and this effect will continue to strengthen as the term of policy implementation is prolonged.The famous journal project has a good academic reputation spread effect and quality improvement effect,which can promote the academic quality of universities’journals by improving the inclusion of"Photocopied Data from Renmin University of China Press"and Social Science Award.Our findings show that even under the existing system of colleges and universities,the journals’quality can be promoted through the weak policy support.
