兼顾正负旋转备用的华中电力调峰辅助服务市场设计与实践 被引量:18

摘要 由于中国华中地区区外受电不断增大、区内新能源快速发展,加之近年来区内电力平衡从华中四省富余转向部分省份部分时段紧缺,华中电网实际运行中面临部分省份低谷调峰困难和高峰备用容量不足等问题。迫切需要通过市场化机制打破省间壁垒,促进省间调峰互济,从而提升华中电网消纳可再生能源能力和系统运行经济性。文中重点介绍了华中电力调峰辅助服务市场设计的时代背景、基本原则和基本理念、市场运营规则,并针对性地分析了与水电应急交易的关系、与"两个细则"的关系、与中长期交易的关系、网省两级安全校核协调机制等相关问题。实际电网的运行实践表明,所设计的电力调峰辅助服务市场能够实现正负旋转备用在华中全网范围内的优化配置。 Due to the increasing power receiving from outside the Central China and the rapid development of renewable energy in the region, as well as the power balance has shifted from the surplus of the four central provinces to the shortage of some provinces, the Central China power grid is facing difficulties of peak regulation in valley time and insufficient peak reserve capacity in some provinces during actual operation. It is urgent to break through the barriers between provinces through a market-oriented mechanism, and promote peak regulation and mutual aid among provinces, so as to enhance renewable energy accommodating capacity and system operation economics of Central China power grid.This paper focuses on the background, basic principles and concepts, and market operation rules of the peak regulation auxiliary service market for Central China power grid. It specifically analyzes the relationships with hydropower emergency transactions, the"two rules", medium-and long-term transactions, and the regional and provincial security check coordination mechanism and other related issues. The actual power grid operation practice shows that the designed peak regulation auxiliary service market can realize the optimal configuration of positive and negative spinning reserve within the entire Central China power grid.
