关于提升网络信息体系总体建设能力的思考

Considerations on Improving the Top-down Construction Capability of Networked Information System of Systems

本文以提升网络信息体系总体建设能力、发挥总体统筹作用为视角,着力于网络信息体系技术创新和管理创新,深入思考提出“围绕一个目标、构建三大平台、打造四个体系、优化配套措施”的总体发展思路,以期常态化地指导总体建设工作,实现工程总体单位从交付装备到交付能力的工程模式转变,切实支撑部队体系作战能力提升与高效运用,加速网络信息体系建设进程,辅以支持军队现代化建设。

From the perspective of improving the top-down construction capability of networked information system of systems,this paper focuses on the technological and management innovation,and presents some construction idea,including centering on one development goal,building three platforms,creating four viewpoint frameworks,and optimizing supporting measures.It is expected to guide the overall construction work in a normal way,realize the transformation of engineering mode from equipment delivery to capability delivery,effectively improve and use of the combat capability of the military system,accelerate the construction process of networked information system of systems,to support the military modernization construction.
