政府对农民专业合作社产业扶贫的整合治理机制及效果研究——基于陇、川、黔三省连片特困地区调查

Research on Government’s Integrated Governance Mechanism and Effect of Industrial Poverty Alleviation for Professional Farmers Cooperatives--Based on the Survey of Contiguous Destitute Areas in the Three Provinces of Xizang, Sichuan and Guizhou

本文突破现有文献主要聚焦于合作社内部治理的研究局限,基于政府整合企业、组织、个体精英等多元社会主体力量的外部治理视角,通过实地调查访谈,对连片特困地区农民专业合作社的产业精准扶贫效果进行探讨。研究表明:政府管理部门联合通过项目合作、资源支持、资格认定、精英吸纳和党群嵌入五个路径对合作社的精准扶贫进行外部支持和治理。更重要的是,政府整合治理机制不仅能够解决当前我国合作社经营中普遍面临的供求"悖论"、精英俘获或"弱者排斥"、组织制度异化和竞争力不强等问题,规范合作社运营,而且能够有效发挥合作社的产业精准扶贫功能,带动贫困户脱贫致富。为此,政府应该有序推广合作社扶贫整合治理机制,解决贫困地区合作社依靠内部治理面临的瓶颈,提高产业精准扶贫绩效。

This paper mainly focuses on the limitation of the internal governance of the professional farmers cooperatives.Based on the perspective of external governance of government integrating enterprises,organizations and individual elites and other diverse social subjects,through field investigations and interviews,the effect of industrial targeted poverty alleviation in professional farmers cooperatives in contiguous destitute areas is discussed.The research shows that government departments jointly adopt five methods of project cooperation,resource support,qualification recognition,elite absorption and party-group embedding,to provide external support and governance for the cooperative’s targeted poverty alleviation.More importantly,the government’s integrated governance mechanism can not only solve current supply and demand"paradox",elite capture or"weak rejection",organizational alienation and weak competitiveness,which are commonly facing the cooperatives in China,but also effectively play the role of precise poverty alleviation in the industry of cooperatives.
