Digital Operation and Information Sharing of Poverty Relief List in Post Poverty Alleviation Era

脱贫政策清单作为一种规制性治理工具,凭借其自身信息传播与数字化运作的技术优势嵌入到扶贫治理场域,将脱贫目标细化为各项任务部署和组织动员等数字化的行动方案,从而实现了脱贫治理"技术逻辑""数字逻辑"和"治理逻辑"的三维整合,达成了政府外源性扶贫与农户内源性脱贫的良性互动和治理均衡。然而,囿于既有科层体制与项目化扶贫方式,清单制脱贫的数字化执行面临着信息数据分割、碎片化传递与技术应用限制等诸多难题。对此,首先需要从总体上审视脱贫清单治理系统的互动结构和运作规范,理顺清单系统与科层结构之间的数字互动关系;其次,加强扶贫治理的整体组织协同与信息共享能力;最后,着眼于扶贫主体跨界合作和用户需求参与,搭建一体化多层次的数字化信息共享模块,拓展脱贫清单信息数字化运作的技术空间。

As a regulatory governance tool,the poverty alleviation list is embedded into the poverty alleviation governance field with its own technological advantages of information dissemination and digital operation.Specifically,the goal of poverty alleviation is divided into digital action plans such as task deployment and organization mobilization.The three-dimensional integration of"technical logic","digital logic"and"governance logic"of poverty alleviation is realized,and the benign interaction and governance balance between the external poverty alleviation of the government and the internal poverty alleviation of farmers are achieved.However,limited by existing bureaucratic system and project-based poverty alleviation,the digital implementation of the list system is faced with many problems,such as information segmentation,fragmentation transmission and technology application limitations.In this regard,we need to examine the interaction structure and operation norms of the poverty alleviation list governance system as a whole,straighten out the digital interaction between the list system and the bureaucratic structure,and strengthen the overall organization coordination and information sharing capacity of poverty alleviation governance.Focusing on cross-border cooperation of poverty alleviation subjects and participation of users’needs,an integrated multi-level digital information sharing module is built to expand the technical space for digital operation of poverty alleviation list information.
