摘要
2015年国家新修订的《中华人民共和国促进科技成果转化法》颁布后,国家和地方先后出台一系列促进科技成果转化的法律法规、行动方案、激励制度,基本打通阻碍科技成果转化的制度障碍,建立起促进科技成果转化的制度体系和激励机制。然而,很多管理和科研人员对科技成果转化利好制度带来的获得感仍不强,科技成果转化的效应并没有预期的大。在对造成这一状况的原因进行分析的基础上,对进一步落实并释放科技成果转化政策红利,有效推动高校科技成果转化提出意见和建议,以期为高校和有关部门采取更有效、更有针对性的措施提供参考。
After the release of the newly revised Law of the People’s Republic of China on the Promotion of the Transformation of Scientific and Technological Achievements in 2015,the state and local governments successively issued a series of laws,regulations,action plans and incentive systems to promote the transformation of scientific and technological achievements,which basically open up the institutional impediment to the transformation of achievements and establish systems to promote the transformation of achievements.However,many managers and researchers have not been able to obtain a sense of gain from the favorable system of scientific and technological achievements transformation.The effect of the favorable transformation system is not as expected.This paper analyzes the causes of this situation,and puts forward suggestions and suggestions for further implementing and releasing the policy dividend of scientific and technological achievements transformation and effectively promoting the transformation of scientific and technological achievements in colleges and universities,in order to provide reference for colleges and universities and relevant departments to take more effective and targeted measures.
