人口老龄化背景下机构养老服务供需情况研究

Research on supply and demand of institutional elderly care services under the background of aging population

我国养老形势日趋严峻,对社会和各个家庭来说都有较大的养老压力,其中,机构养老是一种主要的养老新方式.从养老机构数量、养老机构职工情况、养老机构服务3个方面分析当前我国养老服务机构的供给现状,依据1990—2018年65岁及以上老龄人口数量预测未来老龄人口的发展趋势,分析养老服务需求情况,得出我国现有机构养老服务供给不能有效满足老龄人机构养老需求的结论.从供给的角度给出相应的政策建议,包括建立相关的政府监管机制,养老服务机构信息化,多元化养老模式全方位供给,规范养老服务培训体系等.

Chinese elderly care situation is becoming more and more serious,which has a great pressure on the society and families.Among them,institutional elderly care is a major new way of elderly care.The current supply situation of Chinese elderly care service institutions was analyzed from three aspects,such as the number of elderly care service institutions,the staff situation of elderly care service institutions,and the service of elderly care service institutions.The future development trend of the aged population was forecasted based on the number of the elderly aged 65 years and over in 1990—2018,the demand for elderly care services was analyzed,and the conclusion that the current supply of institutional elderly care services in China can′t effectively meet the demand for elderly care institutions was drawn.From the perspective of supply,the corresponding policy recommendations are given,including the establishment of relevant government supervision mechanism,the informatization of pension service institutions,the diversification of pension mode,the standardization of pension service training system.
