This paper analyzes the endogenous relationship between policy system,management mode,performance evaluation,serve the community and the technological innovation vitality in applied universities.It is pointed out that carrying out the policy system under the background of the reform is the premise to stimulate the scientific and technological innovation motive force of the applied university,the innovation scientific research management mode is the key to release the vitality of the scientific and technological innovation,and the optimization scientific research performance evaluation is the means to continuously enhance the scientific and technological innovation ability,and serving the society is the source and value embodiment of scientific innovation in applied universities.Through analyzing the key problems of scientific research management system,scientific research management mode and scientific research performance evaluation,the research shows that utilizing the advantages of policy system,innovating scientific research management mode and optimizing scientific performance evaluation are the effective ways to stimulate the vitality of scientific and technological innovation in applied universities.
