民粹主义、反全球化与“一带一路”建设

Populism,Anti-globalization and the Construction of“The Belt and Road”

“一带一路”倡议推动了新一轮经济全球化的发展,但当下民粹主义在全球范围内集中爆发,并与反全球化浪潮相互交织,给推进“一带一路”建设带来诸多风险。抵制全球经贸交流、增加政治格局不稳定性、加深民族隔阂和社会分裂是民粹主义的基本表现,也是“一带一路”建设面对的现实风险。为消弭民粹主义带来的风险、更好推进“一带一路”建设,我国要坚持共商共建共享原则,建设有中国特色的全球化;要加强顶层设计,在宏观层面促进共同发展;要讲好中国故事,加强经验宣传;要注重发挥大国作用,推动构建人类命运共同体,推进合作共赢。

“The Belt and Road”policy has promoted the development of a new round of economic globalization.However,the currently erupting populism intertwined with the anti-globalization tide on a global scale brings many risks to its construction.The basic signs of populism are boycotting global economic and trade exchanges,increasing political instability,deepening ethnic estrangement and social divisions,which are also the realistic risks impeding the construction of“The Belt and Road”.To eliminate the risks brought about by populism and better promote the construction of“The Belt and Road”,it is needed for China to adhere to the principle of extensive consultation,joint contribution and benefits sharing,and build globalization with Chinese characteristics.And it is needed to strengthen top-level design and promote common development at a macro level.It is also needed to tell“China’s stories”well and enhance the publicity of experiences.Besides,China should give full play to its role as a powerful country to promote the construction of a community with a shared future for mankind and the win-win cooperation.
