南海港口区域合作机制的构建与完善——以“海洋命运共同体”为视角

Construction and Improvement of the Regional Cooperation Mechanism in the South China Sea Ports:From the Perspective of “the Maritime Community of Shared Future”

现有的南海港口合作机制在促进港口基础设施建设、提升港口口岸便利化和维护港口安全方面起到了积极作用。随着发展的深入,现有机制暴露出合作理念缺位、机制间协调不足以及具体规则缺乏强制力等现实问题。要解决既有合作机制的不足,需要引入"海洋命运共同体"理念作为义利观和方法论,凝聚合作国发展合作共识,构建统一的区域合作机制,采取务实措施提供优质港口公共产品,将南海港口合作机制的构建与完善作为践行"海洋命运共同体"的试验田和示范区。

The current cooperation mechanism in the South China Sea ports has been playing the positive role in promoting the construction of port infrastructures, enhancing the facilitation of the port and safeguarding the port security. With the development of port cooperation, however, there appear many shortages in the existing mecha.nism, such as the absence of cooperative philosophy, the insufficient coordination of different systems and the lack of constraints in specific rules. In order to solve these problems, the concept of"Maritime Community of Shared Future"should be introduced as the view of interest and the methodology, uniting the cooperative countries to develop the consensus while constructing a unified regional cooperation mechanism. Meantime, some practical measures should be taken to provide high-quality public goods in the port. It is also suggested that the construction and improvement of cooperative mechanism in the South China Sea ports should be regarded as the test field and model zone for the practice of the"Maritime Community of Shared Future".
