摘要
本文首先对国内外高速公路收费定价方法进行了系统的梳理。以四川省高速公路为具体研究对象,在总结四川省货车收费现状的基础上,提出货车计重收费切换至车型收费的总体要求与基本原则,并对相应定价标准问题展开研究。研究提出了客货同价、统一费率、平衡点三种不同的货车收费定价方法,结合四川省2018年实际收费数据对三种方法分别进行测算,并对三种方案进行优缺点分析,经过对比,选择1类货车基本费率0.45元/车·公里,收费系数1∶2∶3∶4∶5∶6的平衡点收费方案作为推荐方案。经过测算,发现推荐方案将会使货车总收入较计重收费增加0.50亿元,增长0.30%,其中,1类、5类及6类货车通行费收入增加,2类、3类、4类货车通行费收入下降。根据这一结果,最后提出货车计重收费调整为车型收费的实施建议。
This paper first systematically combed the pricing methods of expressways at home and abroad.Taking Sichuan Province Expressway as the specific research object,based on the summary of the current situation of truck charges in Sichuan Province,the general requirements and basic principles for switching from truck weight toll charging to vehicle charging are proposed,and the corresponding pricing standards are studied.The study proposes three different pricing methods,charging for passenger and freight at the same price,a uniform rate,and a balance point.Based on the actual charging data of Sichuan Province in 2018,the three methods are measured separately.The advantages and disadvantages of the three solutions are analyzed.After comparison,a balance point charging scheme with a base rate of 0.45 yuan per vehicle/km for a class 1 truck and a charging factor of 1∶2∶3∶4∶5∶6 is selected as the recommended scheme.After calculation,it is found that the recommended scheme will increase the total revenue of trucks by 50 million yuan or 0.30%over the tolls of weight.Among them,the toll income of Class 1,5 and 6 trucks will increase,and that of Class 2,3 and 4 trucks will decrease.Based on this result,the article finally puts forward the implementation suggestions for the adjustment of freight tolls for vehicle types.
