中国社区图书馆治理的现场事态述评

Review on the Governance of Chinese Community Libraries

社区图书馆是基层社区居民获取科学文化知识和信息资源的便利平台,也是居民社交参与、感情交流、度过闲暇时光和终身学习成长的重要场所。近年来,在国家政策引导下,地方政府加大投资带动社区图书馆规模大幅增加,但实际运行却面临着既"成摆设"又位居"居民最需要的社区设施"第一的尴尬局面。已有研究主要基于文化权力意志配置有效的前提假设,局限于对案例的微观业务问题与成因分析,缺少宏观视野下学理性批判解构,使得政策靶向性不强或水土不服。为此,本文以文化权利配置有效为前提假设,通过治理现场事态的学理性评价,为中国社区图书馆治理研究提供批判性思考和进一步探索的方向。

Community library is a convenient platform for basic-level community residents to obtain scientific and cultural knowl⁃edge and information resources.It is also an important place for community residents to participate in social participation,to exchange emotion,to spend leisure time and to keep lifelong learning.In recent years,although national policies and financial investments at all levels have led to a substantial increase in the size of community libraries,the actual condition is embarrassed as there are so fewer con⁃sumers but simultaneously ranking the first place in the"community facilities most in need of residents".Existing researches are main⁃ly based on the premise of the effective allocation of cultural power will,and analyze the reasons of governance dilemma from typical cases'micro-management view without theoretical criticisms,which makes the policy recommendations untargeted and inappropriate.Therefore,this article assumes that the allocation of cultural rights is effective,and provides critical thinking and further research and exploration directions for the governance of Chinese community libraries through theoretical evaluation of the governance.
