未成年犯罪低龄化、暴力化的社会现象,引发了社会公众的焦虑和担忧。刑法作为最后的社会防卫手段,却显得力不从心,收效甚微。为有效解决低龄犯罪"恶性"难题,社会各界主张降低刑事责任年龄起点的呼声日益高涨。但考虑到还不具备完备的理论和现实条件,暂时不宜降低刑事责任年龄的起点。

The social phenomenon of lower-aged and violent juvenile delinquency has aroused public anxiety and worry.Criminal law,as the last means of social defense,seems to be incompetent and has little effect.In order to effectively solve the"vicious"problem of lower-aged crime,the voice of all circles of society advocating lowering the starting point of criminal responsibility age is growing.However,in view of the lack of complete theoretical and practical conditions,it is not appropriate to reduce the starting point of the age of criminal responsibility for the time being.
