Personal Information Protection under Pandemic Prevention and Control

在新型冠状病毒暴发以来的举国上下全力"战役"中,大数据技术发挥了积极作用,但在其收集、存储、利用、公开信息的过程中,大量确诊或疑似患者、湖北返乡人员、相关接触者等个人信息被泄露,并裹挟着隐私风险、歧视风险、财产风险等一系列隐患,严重侵害了当事人的个人信息权。就此,本文结合相关文件和法律对疫情防控下个人信息的保护路径作了探究。

Big data technology has played a positive role in the national all-out battle since the outbreak of nov⁃el coronavirus,but in the process of collecting,storing,utilizing and disclosing information,personal information of a large number of confirmed or suspected patients,returnees from Hubei province,and relevant contacts were dis⁃closed with a series of hidden dangers,such as privacy risks,discrimination risks,property risks and so on,which seriously infringed upon the personal information right of the parties concerned.Thus,this paper explores ways to protect personal information under pandemic prevention and control by combining with relevant documents and laws.
