汽车制造企业场地土壤与地下水调查评估

Discussion on the Investigation and Evaluation of Soil and Groundwater After the Closure and Relocation of Automobile Manufacturing Enterprises

指出了根据《中华人民共和国土壤污染防治法》《土壤污染防治行动计划》(国发〔2016〕31号)和《上海市建设用地土壤污染状况调查、风险评估、风险管控与修复方案编制、风险管控与修复效果评估工作的补充规定(试行)》(沪环土[2020]62号)等相关要求,土地储备、出让、收回、续期前,土地使用权人(含土地储备机构)应组织完成场地环境调查评估,并向环保部门申请备案。针对某汽车制造企业停产后的场地,通过分析场地用地历史、生产工艺和产污环节等,制定了调查方案,并开展了进一步的采样和检测工作,综合评了估场地环境质量状况,进而明确了该疑似污染地块是否属于污染地块,为后续的再开发利用提出了合理的建议。

According to Soil Pollution Prevention and Control Law of the People's Republic of China,Soil Pollution Prevention and Control Action Plan(GF[2016]No.31),Shanghai Construction Land Soil Pollution Status Survey,Risk Assessment,Risk Management and Control and Remediation Plan Compilation,Supplementary Provisions on Risk Control and Evaluation of Rehabilitation Effects(Trial)(HHT[2020]No.62)and other relevant requirements,before the reserve,transfer,recovery and renewal,the land use right owner(including the land reserve institution)shall organize and complete the site environmental investigation and assessment,and apply to the environmental protection department for filing.In this study,based on the analysis of the site use history,production technology and pollution production links of an automobile manufacturing enterprise,the investigation plan was formulated,and further sampling and testing work was carried out to comprehensively evaluate the environmental quality of the site,so as to determine whether the suspected contaminated land belongs to the contaminated land.Reasonable suggestions are put forward for the subsequent development and utilization.
