多元协同精神扶贫的实践与内在机理——以X大学定点帮扶园西村为例

The Practice and Internal Mechanism of Collaborative Spiritual Poverty Alleviation:Taking Yuan Village as an Example

精神扶贫是精准扶贫的两大支柱之一,也是精准扶贫的基础与关键,直接关系到脱贫质量和精准扶贫持续效力的强弱。学界对这一政策难题和学术难题的研究偏少,且未能科学地分析并揭示精神贫困与精神扶贫的内在机理。尽管高校参与精神扶贫的实践颇多,但揭示多元协同精神扶贫内在机理的研究偏少。基于此,以X大学定点帮扶园西村为例,从高校视角分析了多元协同效应在精神扶贫领域的内在机理。案例分析结果表明,政治动员与合法性机制构成了多元协同精神扶贫的初始动力,资源与社会责任为多元协同精神扶贫提供了内在基础,共建共享的制度架构是多元协同精神扶贫的过程要素,互助共赢的外显利益是多元协同精神扶贫的结果要素。促进多元协同精神扶贫的持续性,强化其有效性,增强协同效应,需要激发外显利益因素、强化内在激励、深化制度建构、保障外显利益。

Spiritual poverty alleviation is one of the two pillars of targeted poverty alleviation.It is also the basis and key to targeted poverty alleviation.It is directly related to the quality of poverty alleviation and the persistence of targeted poverty alleviation.However,the academic community has little research on this policy and academic issues,and has failed to scientifically analyze and uncover the inner mechanism of“spiritual poverty”.This study,taking Yuan village's spiritual poverty alleviation as an example,decodes the mechanism of collaborative effects of spiritual poverty alleviation.The results of case analysis show that the mechanism of political mobilization and legitimacy mechanism constitute the initial motivation for colleges and universities to participate in spiritual poverty alleviation.Resources and social responsibilities provide internal incentives for colleges to participate in spiritual poverty alleviation.The institutional framework of co-construction and sharing is the process element of multi-collaborative poverty alleviation,and the explicit benefit of mutual assistance and win-win is the result element of multi-collaborative poverty alleviation.Promoting the persistence of spiritual poverty alleviation in colleges and universities,strengthening its effectiveness,and enhancing synergies,it is necessary to stimulate explicit interest factors,strengthen internal incentives,deepen institutional construction,and protect external interests.
