摘要
本研究以张家口市永定河流域上游为研究区域,对张家口市生态保护投入成本进行核算。运用动态核算法对张家口市各区(县)于“十二五”、“十三五”期间投入的直接成本进行了核算,运用间接计算法对张家口市保护当地生态环境而造成的机会成本进行了核算。计算结果表明,张家口市生态保护的年均直接成本总量为33014.4万元,年均机会成本总量为259539.1万元。核算结果可作为张家口市永定河流域跨区域制定生态补偿标准的重要科学依据。
This study takes the upstream area of the Yongding River Basin in Zhangjiakou City as the research area,the input cost of ecological protection in this area is estimated.The dynamic cost algorithm is used to calculate the direct costs of the districts and counties of Zhangjiakou City during the period of“Twelfth Five-Year Plan”and“Thirteenth Five-Year Plan”.The indirect calculation method is used to estimate the opportunity cost of protecting the local ecological environment in Zhangjiakou City.Results show that the total direct cost of ecological protection per year in Zhangjiakou City is 330144000 CNY and the total opportunity cost per year is 2595391000 CNY.The obtained results can be used as an important scientific basis for the development of ecological compensation standards across the Yongding River Basin in Zhangjiakou City.
