河南省高等教育走向“一带一路”沿线国家的合作路径研究

Research on Henan higher education cooperation strategies for“the Belt and Road”countries

促进与“一带一路”沿线国家的教育合作,形成重点推进、合作共赢的教育对外开放新格局,构建“一带一路”教育共同体,是新时代我国高等教育对外开放的顶层设计。面对高等教育对外开放的新使命、新战略与新要求,运用客观赋权法科学评估“一带一路”沿线国家高等教育质量,同时结合我国企业对外直接投资,构建了教育-投资双维度矩阵,全面、系统分析了“一带一路”沿线国家的高等教育教育质量及其教育合作需求。河南省高校可以依托自身教育资源优势,选择引进优质资源、开展境外办学、推进留学生教育、拓展人文交流等路径,深度融入国家“一带一路”教育共同体建设。

To promote educational cooperation with“the Belt and Road”(B&R)countries,to form a new opening-up pattern of education that focuses on promoting cooperation in key areas and win-win cooperation,and to build“the Belt and Road”education community is the top-level design of China’s higher education opening up in the new era.Facing the new mission,new strategy and new requirement of higher education opening up,we use objective weighting method to scientifically evaluate the quality of higher education of countries along B&R to construct a bidimensional matrix of education and investment.We have comprehensively analyzed the quality of higher education of countries along B&R and educational cooperation needs.Henan universities can choose to introduce high-quality resources,conduct overseas education,promote the education of overseas students and expand cultural exchanges by relying on their own educational resource advantages,so as to deeply integrate into the national“the Belt and Road”education community construction.
