摘要
随着信息技术的迅速发展,远程开放教育作为残疾人高等教育的重要办学形式,受到越来越多的关注,并逐步得到推广。2016年,联合国教科文组织发布了《全民学习:残疾人远程开放教育指南》,旨在为政府、开放远程教育机构、教师以及质量保证和资格认证机构等利益相关者提供指导性意见和行动指南。作为联合国首个针对残疾人远程开放教育的政策性文件,将对进一步提高我国残疾人高等教育的办学质量发挥重要作用。
With the rapid development of information technology,open and distance education has been taken as an important form of higher education for the disabled,which has received more and more attention and has been gradually promoted.In 2016,UNESCO set up Learning for All:Guidelines on the Inclusion of Learners with Disabilities in Open and Distance Learning,which aims to provide recommendations to stakeholders—governments,institutions,teachers,instructional designers,quality assurance and qualifications recognition bodies.As the first United Nations policy document on distance and open education for disabled people,it will play an important role in further improving the quality of higher education for the disabled in China.
