党的十九大报告为我国的绿色发展指明了方向,规划了路线。当下商品过度包装现象与生态文明建设目标,绿色发展理念背道而驰。实现商品包装减量化既是可持续发展、循环经济等理论的必然要求,也是建设资源节约型、环境友好型社会的现实需要,更是包装业实现全面深化绿色发展的发展趋势。商品包装减量化是一项社会系统工程,其完成需要相关法律制度的支持。借鉴国外先进立法经验,完善我国国家和地方商品包装立法体系是破解商品过度包装的法律之道。

The reports of the 19th National Congress of the Communist Party of China has pointed out the direction and mapped out the route for China’s green development.Currently,the common phenomenon of excessive package of merchandise runs counter to the ecological civilization construction target.Commodity packaging minimization is required for sustainable development and circular economy of China,in the meantime,it is the actual need for building a resource-saving and environment-friendly society;further,it is the trend of packaging industry to comprehensively deepen the green development.Commodity packaging minimization is a social systematic project,which needs the support from relevant legal system.Foreign advanced legislation experience reference and national and local legislation system of commodity packaging perfection can be adopted as the legal approach to regulating excessive package of merchandise.
