“十四五”时期长江经济带生态文明建设目标、任务及路径选择

“将长江经济带建设成为我国生态文明建设的先行示范带”是国家对长江经济带的四大定位之一。近年来,长江经济带生态文明建设力度持续加大,在强化生态文明治理机制的顶层设计、改善区域生态环境、促进可持续转型、引领绿色发展等方面都取得了显著成效。“十四五”时期将是长江经济带生态环境保护和实现绿色发展的攻坚期。为了应对区域庞大人口与产业规模等因素给深化生态文明建设带来的困难和挑战,继续巩固生态文明建设成果,长江经济带应加强区域内协同合作、坚持保护与发展相辅相成、依靠健全的法治体系、鼓励技术和制度创新、调动全社会的力量参与生态文明建设,使长江经济带全域最终实现“水环境和水生态质量全面改善,生态系统功能显著增强,生态环境更加美好”的目标。

"Building the Yangtze River Economic Belt into a leading demonstration zone for the construction of ecological civilization in China"is one of the four major national positioning of the Yangtze River Economic Belt.In recent years,the construction of ecological civilization in the Yangtze River Economic Belt has been continuously strengthened,and the Yangtze River Economic Belt as a whole has achieved remarkable results in strengthening the top-level design of the governance mechanism of ecological civilization,improving the regional ecological environment,promoting sustainable transformation and leading green development.The"14th Five-Year Plan"period will be a critical period for the protection of ecological environment and the realization of green development in the Yangtze River Economic Belt.In order to cope with the difficulties and challenges brought about by the huge population and industrial scale of the region to deepen the construction of ecological civilization and to continue to consolidate the achievements of the construction of ecological civilization,the Yangtze River Economic Belt should strengthen collaboration and cooperation within the region,insist on the mutual complementarity of protection and development,rely on a sound legal system,encourage technological and institutional innovation,and mobilize the whole society to participate in the construction of ecological civilization,so that the entire Yangtze River Economic Belt can finally achieve the goal of improving the overall quality of water environment and water ecology,significantly enhancing the functions of the ecosystem,and making the ecological environment better.
