“十四五”时期长江经济带城镇化与产业集聚协调、优化

本文从多个视角研究长江经济带城镇化与产业集聚协调关系,分析了长江经济带城镇化与产业集聚关系的特点,深入剖析当前长江经济带城镇化与产业集聚存在的突出问题,即传统模式的城镇化与产业集聚效率低,不利于城镇化与产业结构升级耦合协调,必须走新型城镇化和高质量发展道路。在此基础上,提出“十四五”时期长江经济带城镇化与产业集聚协调、优化的政策建议:重新审视下游-中上游地区间发展关系,重工业和外贸产业应主要布局在下游沿海地区;重构面向国际市场的下游沿海城市群,打造产业链短距离充分延伸、高度分工专业化的沿海发展地带;建设中上游内陆特色城市群,高度重视中上游以省会为中心的都市圈和城市群发展,大力推进有发展条件的次级城市和县域经济发展转型。

This article studies the coordinated relationship between urbanization and industrial agglomeration in the Yangtze River Economic Belt from multiple perspectives,analyzes the characteristics of the relationship between urbanization and industrial agglomeration in the Yangtze River Economic Belt,and explores the outstanding problems existing in urbanization and industrial agglomeration in the Yangtze River Economic Belt,that is,the traditional model of urbanization and industrial agglomeration has low efficiency,which is not conducive to the coupling and coordination of urbanization and industrial structure upgrading,and must take the road of new urbanization and high-quality development.It proposes the policy suggestions of coordination and optimization of urbanization and industrial agglomeration in the Yangtze River Economic Belt during the 14th Five-Year Plan period:re-examining the development relationship between the downstream and middle,in which,upper reaches of the river basin,heavy industry and foreign trade industry should be mainly located in the downstream coastal areas;reconstructing the downstream coastal urban agglomeration facing the international market,and creating a coastal development zone with short distance and full extension of the industrial chain and highly specialized division of labor;and building an urban agglomeration with inland characteristics in the upper and middle reaches and attaching great importance to the development of metropolitan areas and urban agglomerations centered on the provincial capital in the middle and upper reaches,and vigorously promoting the development and transformation of secondary cities and county economies with development conditions.
