摘要
本文针对长三角绿色发展过程中的区域合作问题,全面梳理了相关的文献,归纳了区域合作相关理论,从“要素”视角出发,提出了绿色发展区域合作的理论框架。研究认为,“要素”特征是驱动绿色发展区域合作的重要因素,不同特征对于绿色发展区域合作的影响不同。同时,基于长三角区域一体化中的绿色发展实践,结合要素的异质性和替代性两个角度探索实现区域绿色发展的政策选择,提出“十四五”期间优化长三角绿色发展区域合作的对策建议。
Aiming at solving the problem of regional cooperation in the green development of the Yangtze River Delta,this paper comprehensively combs the relevant literature and summarizes the relevant theories of regional cooperation.Based on the green development practice in the regional integration of the Yangtze River Delta,this paper puts forward the theoretical framework of regional cooperation for green development based on the perspective of"economic factor".The results show that the“economic factor”is the important factor driving the regional cooperation of green development,and different characteristics have different influences on the regional cooperation of green development.Finally,the paper explores the policy choices to realize regional green development from the perspective of heterogeneity and substitution of the elements,and puts forward the main countermeasures to optimize the regional cooperation of green development in the Yangtze River Delta during the 14th Five-Year Plan period.
