中国资源枯竭型城市创业服务创新评价及影响因素研究

创业服务是加快资源枯竭型城市经济转型发展的重要手段。本文通过建立中国资源枯竭型城市创业服务创新评价体系,得出2007-2018年中国24个资源枯竭型城市的创业服务创新评价结果。通过动态面板数据模型,分析影响资源枯竭型城市创业服务水平的宏微观因素。研究发现:资源枯竭型城市创业服务水平与创业者自身的微观因素以及经济社会发展和自然地理环境等宏观因素都具有紧密的联系。其中,创业者培训水平对创业服务水平所带来的积极影响最大,而企业经济社会效率的积极影响最小。对此,提出资源枯竭型城市创业服务体系要进一步注重差异化管理、机理管理、逆环境和顺环境管理、激励管理、持续性管理等。

Entrepreneurship service is an important means to accelerate the economic transformation and development of resource exhausted cities.This paper establishes the evaluation system of entrepreneurial service innovation in China’s resource exhausted cities and obtains the evaluation of entrepreneurial service innovation in 24 resource exhausted cities in China from 2007 to 2018.Through the dynamic panel data model,it analyzes the macro and micro factors affecting the service level of resource exhausted cities.The results show that,the entrepreneurship service level of resource exhausted cities is closely related to the micro factors of entrepreneurs themselves and the macro factors such as economic and social development and natural geographical environment.Among them,the training level of entrepreneurs has the greatest positive impact on the level of entrepreneurial service,while the economic and social efficiency of enterprises has the least positive impact.In view of this,it is suggested to pay attention to differentiation management,mechanism management,adverse environment and smooth environment management,incentive management and continuous management for the entrepreneurship service system of resource exhausted cities.
