粤港澳大湾区共享发展的战略意义、理论基础与实现路径

Strategic Significance,Theoretical Basis and Realization Path of Shared Development in the Guangdong-Hong Kong-Macao Greater Bay Area

区域共享发展是实现区域一体化发展的最终目标,也是实现区域一体化发展的根本手段。在粤港澳大湾区率先实现共享发展具有缩小区域差距、助力区域协调、推动先行示范、实现共同富裕等多重意义。在剖析区域共享发展的个体区域发展、区域协调发展、区域协同发展以及区域一体化发展等四个阶段内涵及相互关系的基础上,发现粤港澳大湾区共享发展实践目前存在个体区域发展水平有待提高、多重区域关系有待理顺、产业分工有待深化、政策工具类型有待丰富等不足,据此提出相关建议。

Regional shared development is the ultimate goal to achieve regional integrated development,and it is also the fundamental means to achieve regional integrated development.Achieving shared development in the Greater Bay Area has multidimensional meanings such as reducing regional disparities,assisting regional coordination,promoting advanced demonstration,and meeting common prosperity.Based on the analysis of the connotations and interrelationships of the four phases of individual shared regional development,regional coordinated development,regional coordinated development,and regional integrated development,it is found that the practice of shared development in the Greater Bay Area currently has individual regional development levels to be enhanced,multiple regional relations need to be straightened out,industrial division of labor needs to be deepened,and policy tools need to be enriched.
