The Successful Practice of“One country,two systems”:An Analysis of the Achievements of Macao’s Comprehensive Development in Two Decades

评估澳门经济社会发展水平,构建地方经济发展、生活质量、社会结构和人口素质、社会秩序和社会稳定4个社会经济发展评估指标群,测度1996年和2016年澳门社会经济综合状态。研究发现:(1)1996年和2016年澳门的社会经济综合水平分别为香港的78.88%和125.24%。(2)澳门的优势是教育水平发展、社会结构优化及生活质量提升,劣势是社会治安欠佳及经济结构不平衡。(3)"一国两制"在澳门实践是卓有成效的,既加快了经济发展,又提升了民生福祉,形成了具有借鉴价值的澳门模式。

The paper assesses the level of Macao’s economic and social development and establishes a group of four social and economic development assessment indicators,namely,local economic development,quality of life,social structure and quality of population,social order and social stability,to measure the comprehensive state of Macao’s social and economic development in 1996 and 2016.Results show that:(1)in 1996 and 2016 respectively,Macao’s comprehensive socio-economic level was 78.88%and 125.24%of that of Hong Kong;(2)Macao’s advantages are the development of education level,the optimization of social structure and the improvement of life quality,while its disadvantages are the poor public security and the imbalance of economic structure;(3)the practice of"one country,two systems"in Macao has been effective.It has accelerated economic development and improved people’s well-being,thus forming a Macao practice of significant reference.
