美国大都市区“政府跨界协作”的经验与启示

Experience and Enlightenment of Interlocal Government Collaboration in Metropolitan Areas in the United States

当今时代,大都市区、大都市圈、全球城市区域等新型空间组织,越来越成为世界城市经济社会发展的主导力量。如何克服行政碎片化的体制弊端、创建有效的跨界治理体制,是区域经济发展面临的一个世界性议题。以美国大都市区"政府间服务协议"为核心,较为系统地分析了美国地方政府跨界协作的主要内容及形式,在此基础上,对进一步推动我国三大都市圈地区地方政府之间开展公共服务协作提出了政策建议。

New types of spatial organization including metropolitan area,metropolitan circle,global city regions has increasingly become a main force for economic and social development of world cities.It is an issue all over the world how to overcome the fragmentation system and to create effective governance system or cross boundary.Based on the experience of"interlocal government service agreement"of metropolitan areas in the United States,this paper promotes some policy recommendations for public service collaboration of three metropolitan areas in China.
