回顾上海智慧城市建设和发展的轨迹,分析上海智慧城市建设理念的演进过程,认为上海智慧城市建设理念的演进过程是一个从工具理性到工具理性与价值理性相结合的发展过程。智慧城市是上海建设具有全球影响力的科技创新中心的重要载体。从智慧城市的价值追求和智能技术的工具性支撑能力两个方面剖析了智慧城市的本质含义。

This paper reviews the track of the construction and development of Shanghai’s smart city,analyzes its evolution process and believes it is a development process from instrumental rationality to the combination of instrumental and value rationality.The paper also analyzes the essence of smart city from two aspects:the value pursuit of smart city and the instrumental support ability of smart technology.
