欧洲网络存档项目实践进展与经验启示

The Practical Progress and Experience Enlightenment of European Web Archive Project

欧洲国家网络存档项目实践经验丰富,以图书馆、档案馆等遗产机构为主导的网络存档项目为人类文化遗产留存和开放利用做出了巨大贡献。研究采用网络调查和内容分析法,对欧洲代表性国家的网络存档案例进行探索性分析,从法律规范和业务流程双重视角审视存档活动的阶段进展与实施难点。在此基础上结合我国现实情况提出优化建议:明确我国网络存档的法定实施主体及机构协同,深入开展基于API的社交媒体存档,推进人文社科领域对网络存档资源的利用,以业务为导向开展"用户细分型"网络存档服务。

European countries have rich practical experience in network archiving projects,and network archiving projects led by heritage institutions such as libraries and archives have made tremendous contributions to the preservation and open utilization of human cultural heritage.In this study,online investigation and content analysis are used to conduct an exploratory analysis of network archiving cases in representative European countries,and to review the progress and implementation difficulties of archiving activities from a dual perspective of legal specifications and business processes.On this basis,it puts forward optimization suggestions based on the actual situation in China:clarify the legal implementation entities and institutions of China’s online archiving,deepen the development of API-based social media archiving,promote the use of online archiving resources in the field of humanities and social sciences,and develop business-oriented"user segmentation"network archiving service.
