甘肃省公共服务供给水平测度与提升——基于主成分分析

Measuring and Improving the Development Level of Public Service in Gansu Province——Based on Principal Component Analysis

文章采用主成分分析法测度甘肃省公共服务供给水平,在建立甘肃省公共服务供给水平测度指标体系基础上,利用SPSS17软件对2007~2016年相关数据进行主成分分析。研究发现,甘肃省公共服务供给水平在十年间经历了一个快速稳定上升过程,整体态势良好,但在居民出行与管理水平和社会保障水平方面波动较大,存在基础不牢靠等问题。建议通过完善财政运行机制、加强财政支出管理等措施,弥补甘肃省公共服务供给不足以实现均衡发展。

This paper uses the principal component analysis method to measure the development level of public service in Gansu Province.Based on the establishment of the comprehensive index system of public service level in Gansu Province,the principal component analysis of relevant data from 2007 to 2016 is carried out by using SPSS17 software.The study found that the development level of public services in Gansu Province experienced a rapid and sta⁃ble rising in the past ten years.The overall situation is favorable,but there are large fluctuations in traffic and manage⁃ment and social security,and there are problems such as weak foundation.It is suggested that the weak development of public service supply in Gansu Province should be enhanced by strengthening fiscal expenditure management and im⁃proving the quality of fund transmission to achieve balanced development.
