摘要
为推动基层站队HSE标准化建设,从安全风险管理的角度出发,以岗位员工为主开展行之有效的自主HSE评估,从而及时发现并消除生产现场存在的风险,达到预防和减少生产安全事故的目的。文章为基层站队如何开展自主HSE评估,将各项法律法规、制度、标准要求融入到实际工作中开展风险辨识,让所有岗位员工能够掌握辨识方法,做到主动辨识并消除工作场所中存在的风险,提出了一套标准化评估流程,可供油气田生产单位参考。
In order to promote the construction of HSE standardization of grass-roots stations and teams,from the point of view of safety risk management,effective and independent HSE assessment shall be carried out mainly by post employees,so as to discover and eliminate the risks existing in the production site in time and achieve the purpose of preventing and reducing production safety accidents.This paper puts forward a set of standardized assessment process on how to make all employees master the risk identification method and carry out independent HSE assessment,which can be used as a reference for oil and gas field production units.
