国家功勋荣誉表彰制度具有重要的政治与社会功能,是人才激励制度的重要组成部分。在"1+1+3"党和国家功勋荣誉表彰制度建设方案的指引下,我国已建立起以"五章一簿"为主要内容,以勋章、荣誉称号、表彰奖励及纪念章为基本类别的党和国家功勋荣誉表彰制度。这一制度具有较为坚实的法律基础和相对分明的层次类别,同时吸收了历代荣誉制度的优秀精神内核,着力展现了民族特色与文化表达。为进一步完善国家功勋荣誉表彰制度,促进功勋荣誉表彰工作的制度化、规范化,有必要继续细化勋章、奖章和功勋簿管理办法等政策文件,全面落实功勋荣誉表彰奖励获得者待遇及各项保障,明确功勋荣誉表彰奖励的撤销程序及条件,统一规范功勋荣誉表彰的授予形式和物质载体。
