应用价值链理论构建公用事业型国企管理部门分类考核模式 被引量:1

摘要 在管理部门绩效考核实践中,由于部门业务差异大、企业业绩相对稳定等客观条件限制,绩效考核往往难以取得实效。价值链理论揭示了企业价值创造的体系化、系统化和流程化特点,提供了以企业核心价值为中心开展管理行为的思维模式和工作方法,为解决管理部门绩效考核中的问题提供了新的思路。应用价值链理论,结合马斯洛需求层次理论,对企业的核心价值进行分解,对应核心价值开展业务价值链分析,并根据业务价值链构建部门价值链,按照部门职责进行分类,将管理部门绩效考核由直接排序、强制分布,调整为分类排序、同类竞争,可提高管理部门绩效考核的可比性,强化竞争氛围,增强管理部门绩效考核对企业价值提升的驱动作用。 In the practice of performance assessment of management departments,due to the restriction of objective conditions such as large business difference between departments and relatively stable enterprise performance,it is often difficult for performance assessment to achieve actual results.The theory of value chain reveals the characteristics of systematization and flow of enterprise value creation,provides the thinking mode and working method of developing management behaviors with the enterprise core value as the center,and provides new ideas for solving the problems in the performance assessment of management departments.Applying the theory of value chain and Maslow’s Hierarchy of Needs,we can decompose the core value of each enterprise,analyze the business value chain corresponding to the core value,build the department value chain according to the business value chain,carry out classification according to the responsibilities of the departments,and adjust the performance assessment of the management departments from direct sorting and forced distribution to classification sorting and similar competition,which can improve the comparability of performance assessment of management departments,enhance the competitive atmosphere,and strengthen the driving role of performance assessment of management departments in the promotion of enterprise value.
