The Interactive Logic Between China’s New Type of Party System and State Governance

中国新型政党制度与国家治理在坚持党的领导、中国特色社会主义政治底色、人民主体的价值取向、多元主体协商合作的运行逻辑和包容差异的结构特性等方面高度耦合。两者呈现出双向塑造的内在逻辑:一方面新型政党制度具有巨大优势和强大功能,它为国家治理提供制度供给、制度动能和制度效能,另一方面国家治理及其现代化成果为新型政党制度的优势落地和优化发展提供实践平台、评价依据、价值导向和促动机制。两者的高度耦合与互动融合关系决定了新型政党优势转化为国家治理效能存在内在必然性。

China’s new type of party system consistents with state governance in many aspects,including adhereing to the leadership of the Communist Party of China(CPC),the political background of socialism with Chinese characteristics,the value orientation of the main position of the masses,the operating logic of multiple consultations and cooperation,and the structural characteristics of tolerating differences.The two present interactive logic shaped in both directions.On the one hand,the new type of party system has great advantages and powerful functions,it provides system supply,system motivation and system efficiency for state governance.On the other hand,state governance and its modernization achievements provide a practical platform,evaluation basis,value orientation and motivation mechanism for the advantage realization and optimization of China’s new type of party system.The highly coupled and interactive integration of the two determines the inherent necessity of transforming the advantages of the new type of party system into the effectiveness of state governance.
